The Law presents the organizational-legal action plan to support realization of the State Budget of Ukraine for 2010.
Under the Law, the following persons are considered as the family members of the social security beneficiaries: a spouse, their minor children (under 18); single adult children disabled from childhood of I and II categories or disabled of I category; the person who resides with the disabled of war of I category and acts as a caregiver, provided the disabled of war is single; parents not capable of working; the person in custody or care of the social security beneficiary that resides with them.
By consent of the Budget Committee, the Cabinet of Ministers regulates the rates of certain legally established payments, and passes the resolutions on other legislative acts on the extra expenditures from the state and local budgets.
The Law presents the following scheme of distributing the funds obtained as a compensation from the damage to the agriculture and forestry: 100 of funds is placed to the budget of Kyiv and Sevastopol; 25 per cent to the budget of the Autonomous Republic of Crimea and regional budgets; 75 per cetn to the budgets of the cities of regional and republican of the Autonomous Republic of Crimea status; 15 per cent to the district budgets; 60 per cent to the budgets of the cities of district significance, townships and villages.
Clause 6 of the Law reads, "The Law comes into force on the day of its publication, is applied since 30 November 2010, and remains in effect by 1 January 2011."
